De zaadjes voor TOY werden voor het eerst geplant in 1999 tijdens het maken van een aflevering voor VH1 Storytellers. David wilde daar iets doen uit zijn pre-Space Oddity periode en dus stofte hij ‘Can’t Help Thinking About Me’ af. Begin 2000 stelden Bowie en Mark Plati een lijst met nummers samen die ze opnieuw wilden opnemen uit de periode 1964 - 1971. Dat deden ze samen met een band bestaande uit onder andere Sterling Campbell, Gail Ann Dorsey en Earl Slick. Bowie was van plan om de muziek direct na opname te releasen, maar helaas stond het concept ‘surprise drop album’ nog in de kinderschoenen en was dit technisch niet mogelijk.

Maar twintig jaar na de originele geplande releasedatum is het dan zo ver. Co-producer Mark Plati over het album: "Toy is like a moment in time captured in an amber of joy, fire and energy. It’s the sound of people happy to be playing music. David revisited and re-examined his work from decades prior through prisms of experience and fresh perspective - a parallel not lost on me as I now revisit it twenty years later. From time to time, he used to say ‘Mark, this is our album’ - I think because he knew I was so deeply in the trenches with him on that journey. I’m happy to finally be able to say it now belongs to all of us.”

Van TOY zal er ook een special edition 3CD en 6x10 vinyl box verschijnen: de TOY (TOY: BOX). Het artwork is ontworpen door Bowie. De box komt samen met een 16 pagina’s tellend full colour boek met niet eerder gepubliceerde foto’s van Frank Ockenfels 3.
